International students must obtain a "Work Permit Exemption Document (e-Exemption Document)" from the Ministry of Labour and Social Security in order to undertake applied training (compulsory internship) in Turkiye.
Pursuant to subparagraph (n) of the first paragraph of Article 48 of the Implementing Regulation of the International Labour Force Law;
"Foreign students enrolled in a formal education program in Turkiye who are required by relevant legislation to complete an internship with an employer as part of their vocational training shall be considered within the scope of work permit exemption during their compulsory internship period."
- Work permit evaluation criteria are not applied for work permit exemption.
- Work permit exemption provides the right to work without the need to obtain a separate work permit.
- Work permit exemption provides the right to reside without the need to obtain a separate residence permit. (Exception: Work permits issued to foreigners within the scope of UK and SC)
- Unlike work permits issued depending on an employer, the application for work permit exemption is made directly by the foreigner themselves.
- While a work permit provides the opportunity for multiple entries and exits to the country, foreigners are required to register in the Address Registration System within 20 days at the latest after entering the country.
In this context, our international students whose approval status on the OBS is updated as "Hatalı Başvuru (Düzenleyiniz) [Incorrect Application (Please Edit)]" and who are asked to upload the "Work Permit e-Exemption Document" in the approval explanation section must apply in person without delay via the e-Exemption system (emuafiyet.csgb.gov.tr). If the process of obtaining the e-Exemption Document cannot be completed up to three business days before the start date of work or if a negative response is received, the relevant applied training applications will be cancelled since insurance procedures cannot be initiated.

During the application stage for the e-Exemption Document, a copy of the current passport, biometric photograph, certified student certificate (issued within the last 2 months), e-signed "Applied Training Application and Acceptance Document", and applied training contract bearing the signatures of the parties (University, student, business) must be submitted.

Steps for International Students with Acepted Applied Training Applications:
In order to obtain the e-Exemption Document, international students must have an e-Government (e-Devlet) password. Our international students who have not yet obtained an e-Government password can obtain their passwords from PTT branches by presenting their valid residence permit document.
- The application is made by the international student themselves by logging into the e-Exemption system (emuafiyet.csgb.gov.tr) via e-Government and selecting the subparagraph "Zorunlu Staja Tabi Öğrenci (n) [Student Subject to Mandatory Internship (n)]".
- During the application, a copy of the current passport, biometric photograph, certified student certificate (issued within the last 2 months), e-signed "Applied Training Application and Acceptance Document", and the applied training contract bearing the signatures of the parties (University, student, business) are fully uploaded in PDF format.
- The application is completed by ensuring that the requested exemption end date matches exactly with the end date specified on the e-signed "Applied Training Application and Acceptance Document", and the result notification is tracked through the same system.
- Students whose applications result in approval complete the process by uploading the e-Exemption Document they received to their current application on the OBS system under the "Çalışma İzni e-Muafiyet Belgesi [Work Permit e-Exemption Document]" option.
Applications taken under review by the Directorate General of International Labour Force are concluded within approximately one week (provided there are no missing documents or other issues).

It is mandatory to upload the e-Exemption Document to the OBS system at least three business days before the start of the applied training.
- If the process cannot be completed on time, the relevant applied training applications will be deemed invalid.

Differently, the e-Permit system must be used for voluntary (optional) internships.
- For activities outside the scope of exemption, it is mandatory to obtain a work permit via the Foreigners' Work Permit Application System (ecalismaizni.csgb.gov.tr).
