International students must obtain a “Work Permit Exemption Document (E-Exemption Document)” from the Ministry of Labour and Social Security in order to undertake applied training (compulsory internship or vocational training in business) in Turkiye.
Pursuant to subparagraph (n) of the first paragraph of Article 48 of the Implementing Regulation on the International Workforce Law;
“Foreign students enrolled in a formal education program in Turkiye who are required by relevant legislation to complete an internship with an employer as part of their vocational training shall be considered within the scope of work permit exemption during their compulsory internship period."
In this context, international students whose approval status on the OBS is updated as ""Hatalı Başvuru (Düzenleyiniz) [Incorrect Application (Please Edit)]" and who are requested to upload the "Work Permit E-Exemption Document" in the approval notes section must apply without delay via the emuafiyet.csgb.gov.tr system. Since insurance procedures cannot be initiated if the process for obtaining the E-Exemption Document is not completed in time or if a negative response is received, these applications will be cancelled.
Steps for International Students with Acepted Applied Training Applications:
International students must have an e-Government (e-Devlet) password to obtain the E-Exemption Document. International students who have not yet obtained an e-Government password can acquire it from PTT branches by presenting their valid residence permit document.
- Log in to the emuafiyet.csgb.gov.tr website via e-Government for the application.
- During the application, upload the passport, student certificate, and completed "Applied Training Application and Acceptance Document" to the relevant fields.
- Check the result via the relevant system when notified through the student's contact information that the evaluation result has been announced.
- Students who receive the E-Exemption Document upon the announcement of the evaluation result as approval complete the process by uploading this document to their existing application on the OBS system as the "Çalışma İzni E-Muafiyet Belgesi [Work Permit E-Exemption Document]".
Applications reviewed by the General Directorate of International Labour are finalized within approximately one week (provided there are no missing documents or other issues).
